Colin, There have been many reports of older versions of PSE not functioning as expected using WIN10 and a recent update of same. Suggest that you head over to the Microsoft WIN10 forum to see if there is a fix. I doubt it. Adobe no longer supports PSEv.8. You can download a free, fully functioning 30-day trial of PSEv.15 (the current version). If it works well on your machine and you like it, you may buy the license subsequently. www.adobe.com/products/photoshop-elements/download-trial/try.html

Suggest that you download and install Irfanview, a terrific free program - www.irfanview.com. You can open .eps files with this program, and save as JPEG, then open in PSE for processing.

Do you wish to have the entire 4 images on display, or one background image with added components. For example, I'm thinking of a nice background with trees and blue sky & clouds, and 3 automobiles added to this.

What happens when you attempt to do this in 2 steps: A. Convert file type to TIFF B. In the dialog, leave the size fields blank, check "constrain proportions", and indicate 300 dpi (that should really be 300 ppi for the cognoscenti)

I don't have PSEv.15. The message pops up from time to time when I use my Lexmark printer, but I have never seen it when I use my Epson printer. I do update the printer drivers as they become available. That is another variable. Folks buy a new printer and are under the delusion that they have the "latest!" out of the box.

I think that the above has fostered a great deal of anxiety. DPI=dots per inch, which is a function of the printer (print head, cartridges, drafts, etc.) PPI=pixels per inch, which is the resolution determined by the camera and can be tweaked in PSE with resampling. For printing, it is recommended that the resolution be in the 240-300px/in range. Suggest that the dpi message that pops up be ignored. In the real world the prints come out ok.

Referring to Sepiana's step #3:
Select linear gradient and Foreground to Background. To do that, click on the little arrow next to the rectangular box with the colors.

jjtrinva, You can construct custom frames quite easily in PSE. Follow the basic work-flow outlined by Sepiana. However, in step #4 make the stroke 25-30 px. Next, open the Effects palette. In the drop-down look under Complex and Patterns, for example - many to choose from. Select one, and apply. Go back to the drop-down and go to Bevels. Try Scalloped edges. Apply You can refine the bevel by double clicking on the f in the layers palette on the layer with the stroke. This brings up the Style Setting dialog where you can make adjustments with the sliders. Here, for demonstration, I used Complex>Toy and Bevels>Scalloped Edges

cats4jan has provided you with an excellent work-flow to place the triangles on separate layers and to change the colors. Please expand on this: We also have a foreground image that we can't change the color of. Not in Inkscape, or in Photoshop Elements. I've tried everything that the board members recommended, but the color will not change. Do you wish to change colors of specific objects in the image, or colorize the entire image, e.g. sepia tone, or what??

You can try the Clone stamp tool, using the source from an area adjacent to the text. Of course, do one line of text at a time. You can try the same for the green buttons which are plastered on top of the curbing. If that does not work for you, try a "digital patch". To do that, activate the Rectangular marquee tool, and make a selection of the curbing & soil to the right of the buttons. Then, place this "patch" on a new layer (CTRL+J). Now, activate the move tool and drag the "patch" over one button, or nudge into position with the arrow keys. Do the same on a separate layer for the other button.
